Bismarck and the Kaiser.
Q (Per Press Association.) Berlin, October 31. It is reported thai tbe Emperor has directed Prince Bismarck to cease publishing or repeating recenr, revelations, and threatens to suppress the ex-Chancellor's organ. Later. Bismarck's organ states that by the terms of tbe Triple Alliance Austria is to remain neutral if France attacks Germany, or if Germany without provocation attacks Russia. Tbe newspapers suggest that similar treaties all round would assist in the main object of the Triple Alliance.
