The French Foreign Office asserts that the Czar stated at Balmoral, if England wcnld by some act banish ihe suspicion that she is influenced by ulterior motives, Kussia would join in a stern move to settle the Armenian question. Five large steamers have been added to tho Bussian Volunteer fleet in the East.
