(Per Press Association.) Wklijngton, Sept 23. The llou.se resumed at 7. 80. Captain Kussoll agreed with the principle of the Government Valuation of Laud Bill, thouyh he disagreed with aoine of its provisions. Sir K. Stout opposed the Bill on the ground thai it meant settiu^ up a new department at a large expense to the colony. After considerable debate, in which tlit; Minister of Lands denied that it waa intended to set up a now department, and 6aid what Government wanted was to secure honest valuation, the second reading of the Bill was carried by 38 to 22. The Native Land Laws Amendment Bill was read a second time, pro forma. and referred to the Native Affairs Committee. This Day. Mr SeddfU moved the second reading of the Excise Duties Bill, to increase the duty on machinery-manufactured cigarettes from Is (id to 3s 6d per pound, and to continue the present excise duty on tobacco. The motion was agreed to on the voices. After a short debate the Tobacco Act Amendment Bill, which provides that tobacconists shall pay an annual licensing fee of .£l, was read a second time, by 27 to 22. The House rose at 12.20.
