The Czar's Visit to England.
(Per Press Association) Jjondon, September '22. The Prince of Wales and the Duke of Oonnaught met the Czar and C2anna on their arrival at Leith. September 23. The Czar arrived iv a drenching downpour of rain. The Channel Squadron guarded the approach from Inch Keith to Leith, and the Argyle and Sutherland regiments were stationed on and near the jetty. The Priuco of Wales, the Duke of Con naught, and Lord Rosebery, met the Imperial party in the steamer Tantallon Castle. Upon passing the flotilla of rnen-o'-war the sailors cheered loudly. The Czar and Czarina drove through the streets in open carriages. The thoroughfares through which the route lay were guarded by soldiers. There was a reception in tbe Town Hall, in which tbe addresses were presented. The bad weather prevented the visitors from seeing the town. The train which took them north slowed down at the Forth bridge. At Aberdeen the Russian colors were displayed, entwined with British and Scottish flags. Here the Black Watch were on guard. The Duke and Duchess of York met the Imperial guests at Ballater, and all proceeded in open carriages to Balmoral. Bonfires were blazing on the hills. The Queen received tbe young mouarchs in the hall, and gave thctn a most cordial greeting. The Chief Constable of Aberdeen was made answerable for the Czar's safety along the entire route, and was attached to the Imperial party.
