LEGISLATIVE COUNCIL.

(Per Press Association.) Wellington, Sept. 2. The Legislative Council, after v long debate on the Asiatic Restriction Bill, passed its final stages by 16 votes to 14. In the Legislative Council today, the report of the Native Affairs Committee upon the petition of Kipa Te Whatanui was presented by the Hon. Mr Williams. The petitioner complains that Major Kemp and Muaiipoko obtained possession of Te Whatanui's land at Horowhenua by means of false evidence, and that the land was wrongly awarded to Kemp and Mu'vupoko by the Court in 1873, and prays that part of the Horowhenua A Block may be again adjudicated on. It was not proposed to disturb the award ot the Horowhenua Commission with regard to the 100 acres at Raumatangi or 1200 acres in the Block 91, and not to disturb the title of the Crown or of the Europeans in lawful occupation on the Block.
