LEGISLATIVE COUNCIL. (Per Press Association.) Wellington, August 13. Tho Council met at 2.30. The Pharmacy Bill passed its final stages. Tbe Deceased Husband's Brother Marriage Bill WB,s thrown out on tbe motion for its second reading without debate by 17 votes to 10. HOUSE OF REPRESENTATIVES. The House met at 2.30. The Shops and Shop Assistants Act Amendment Bill (the Hon R. J. Seddon) was read a second time pro forma, and referred to the Labor Bills Committee. The Mining Act Amendment Bill (Hon F. J. Cadman) wat read a second time pro forma, and referred to Gold Fields and Mines Committee. The Railways Compensation Adjustment Bill passed its final stages. The Asiatic Restriction Bill (No. 2) was taken in Committee. An alteration, was made in clause 11, and the remaining clauses pas«ed without alteration, the Bill subsequently being put through its final stages. The Contagious Diseases Act Amendment Bill was slightly amended in Committee, and read a third time and passed. The House rose at 5.30 p.m. The House resumed at 7.30. Tho Orchard ?nd Garden Pests Bill (Hon Mr McKenzie) was read a second time pro forma. Mr Seddon moved the second reading of the Rating Act, 1894, Amendment Bill, which deals principally with the rating of Native lands. Agreed to after a short debate. The Hon. Mr McKenzie moved the 2ud reading of the Government Advances to Settlers Act Amendment Bill. He said tho principal amendments were advances might be made on freehold land for a term of ten years at 5 per cent, with the option of paying off tbe mortgage at any time ; that suburban land would be included in the securities on which money might be borrowed and that limit of loans be raised from i-2500 to -C4OOO. The Minister said the department was making very satisfactory progress, and things were better now than they were on March 31st last when the balance-sheet of the department was made up. After a very long debate, in which the principle of the treasure was generally approved, although some committee objections were raised to it, and the 2nd reading was agreed to on the voices. The House rose at 2 a.m.
