HOUSE OF REPRESENTATIVES.

In the House this afternoon, replying to Mr G. W. Russell, the Government said Inspectors of Police in the colony were all appointed Inspectors of Clubs. Replying to Mr Montgomery, the Minister of Lands said he would refer to the Stock Committee the question of allowing sbeep to be dipped off shears instead of the time now prescribed. After some discussion Messrs G. Hutchison, Tanner, Maslin, Guinness, and Major Steward were added to the Banking Committee. The greater part of tbe afternoon was spent in discussing the Premier's motion, that the names of Messrs G. Hutchison, Tanner, Maslin, Guinness, and Steward be added to the Banking Committee. Captain Russell reiterated the refusal of his party to bave anything to i do with the Committee. Mr McLachlan moved to strike off Mr Hutchison's name, but tbe motion was. lost by 42 to 4. The whole ot tbe Opposition Party (with the exception of Mr Wilson) left the chamber before the division was taken. The Hon Seddon said the opposition to the Committee came from those who did not want an enquiry. Eventually, the Premier's motion wan carried on the voices. The Premier gave notice to move that the proceedings of the Committee be open to the Press. At the evening sitting a debate ensued on the motion to alter the hours of ihe House to 10.30 a.m. till 10.30 p.m., tbe Premier declining to undertake to leave off business at the latter hour. Eventually part of tbe motion was carried by 29 to 28, and then the matter was adjourned. The Shipping and Seamen's Amendment, Private Benefit Societies, Master and Apprentices, and Wages Protection Bills were read a second time pro forma and referred to the Labor Bills Committee. The Criminal Code Amendment Bill, raising the age of consent to sixteen, wb.B read a second time. The Rating on Unimproved Value Bill was read a second time by 29 to 5. The House rose at 1 a.m.
