Feilding Borough Council.
The ordinary monthly meeting of J the above was held on Thursday evening last. Present— His Worship the Mayor (Mr W. A. L. Bailey), Crs E. Goodbehere, G. H. Saywell, O. W. Fowles,, J. Gould, H. Worsfold, W. G. Shearer. T. R. Chanvberlain, W. Reid. The minutes of previous meeting , were read and confirmed. Mr J. W. Bramwell, the newlyelected Councillor, having made the usual declaration, took his seat at the Council table, when the Mayor congratulated him on his election to the position. Cr Bramwell thanked the Mayor for his kindly remarks, and said he would always do his best for the good of the Borough. Correspondence was received and dealt with as follows : — The committee appointed to superintend the carrying out of improvements to Manchester Square reported that the amount subscribed by private subscription ancl the Government subsidy of £ for £ had been expended in levelling and raising the ground ancl laying down concrete kerbing. The sura of £22 10s was spent in providing cement, £60 10s being spent in labor. The report wassigsied by the chairman of the committee, Cr Fowles. A petition was received from a number ot ratepayers, requesting that a bridge be erected over the Makino stream in Denbigh street. The Municipal Chamber Committee reported on the cost of the building as follows : — Building — contract price, £889 ; extras on same, £14 6s 6d ; archite;:s fees, £57 3s ; postage and telegrams, 5s ; furniture, £22 14s 9d ; alterations to engine-shed £7 3s ; concrete kerbing, channelling, pipes and gravelling road, £39 19s 3d ; total cost £1030 lis 6d. Fiom the Railway Departmont, stating they would consider the request to make a crossing at South st reet. From the Borough Inspector a report. From S. A. Brennan, applying for a refund or halE of £9 13s B<rl, amount of rates paid for two shops in Manchester street, as they were vacant since June Ist, 1895. From Mayor of Greymouth, a telegram re Brunner disaster. From secretary of Post Office Department, stating telegrams re the brunner fund would he transmitted free. From G. E. Little, drawing attention to a faulty drain on Makino road. From G. C. Hill, asking the Council to put an additional drain pipe across Makino road at watercourse whicli runs through Mr Ruii's property. From A. W. Knowles, drawing attention to state of watertables on Kimbolton road in front of his property. » , From Secretary of Hospital ancl Charitable Aid Board, stating a levy i of 4s lOd in the £1000 had been made ; also, that this Council's share for coming year was £64 8s 9d ; also 1 that new cases of charitable aid be notified each month. '. In referring to the charitable aid rate, ' Cr. Goodbehere said that it was 2d iv [ £1000 less this year than last, and that Mr Lethbridge and he had tried to get it reduced to 4s 6d from ss. From Treasury, voucher for £86, loan for Mangaone bridge. From G. Thomas and other* requesting the Council to make Arnott street passable. From Department of Justice, stating that the matter of the Courthouse would receive consideration. From Minister of Railways suggesting alteration of the name of Makino as the present name led to confusion in delivering letters. From J. Stevens, M.H.R., apologising for non attendance at the opening of the Kiwitea bridge. Also, that he had forwarded this Council's application re Courthouse to Minister of Justice. From Survey Department, re standard survey of the Borough of Feilding. — With respect to this the Mayor explained that the Government had been applied to by the Council during Mr E. Goodbehere's term of office as Mayor to have a standard survey of the Borough made, the only cost to the Borough being the concrete blocks. It was a very necessary work. From C. Roe, drawing attention to damage done by horses in the cemetery. — Cr Gould said the Cemetery Committee were, attending to the matter. From Spence and Spence, asking permission to put culvert across pavement. From W. A. Sandilands, solicitor for for Mr W. Reid, requesting permission to erect swing gates on road. |Tbis letter was intended for a previous meeting 1 . From the Finance Committee, a report recommending accounts amounting to £1319 8s 9d be passed for payment.— Adopted. With reference to the Finance Committee's report, Cr Goodbehere referred to the large amount of extras to the Kiwitea bridge, and the Mayor stated that it came as a great surprise on him that the extras should be so great, and explained thafc the Engineers claimed they had the right to allow extras up to 10 per cent, of the contract price. The contract price for the bridge was £1799 6s, and an extra 20-feefc span and protective works had been done at an additional cost of £275 14s lOd, making the total cost of the bridge £2075 0s lOd. He knew nothing about these extras. The loan, with the additional 10 per cent, they could raise, would nearly, if not quite, cover the Council's share of the ' cost. The Public Works Committee recommended :— (1) That a rough bridge be made in Port street at corner of Mr Reid's property ; (2) That Mr Foster's application for water table in front of his property be granted ; (3) That the footpath on the south side of Stafford street from Kimbolton road to Bowen street be kerbed and metalled ; (4) That tenders be called for forming Fergusson street from Weld street to Derby street, to be in by the next meeting of the Council ; (5) That the Council purchase a secondhand dray for use on the roads, and tbat the foreman of works be allowed horse feed for his horse while the dray is m use. — Adopted. -.,. -i Messrs J. H. Stevens, T. Watson, and S. Andrew waited on the Council as a deputation from the Library Committee and Debating Society with a request that the Council allow them the use of the Council Chambers for holding meetings.--Th&y were informed the matter would be considered and withdrew. Proposed by Cr Worsfold, seconded by Cr Chamberlain, That the application of Mr W. A. Sandilands, re swing gates on Mr Reid's property, be granted. -Carried. Resolved, That the application of Messrs Spence and Spence, re drain, be granted subject to the approval of Public Works Committee. Resolved, That the application of Mr Perean, of Foxton, re alteration of name on rate roll to W. Hodreo be agreed to.
Proposed by Cr Goodbehere, seconded by Cr Wor*fold,That this Council strongly objects to any alteration being made in the name of Makino.- Carried. Resolved, That the name of Cr Gould be added to the Public Works Committee, that of Cr Reid to the Recreation Reserve Committee, and that of Cr Bramwell to the Finance Committee. Proposed by Cr Goodbehere, seconded by Cr Worsfold, That immediate application be made to the Treasury for the balance of loan for construction of Kiwitea bridge. Carried. Proposed by Cr Gould, seconded by Cr Chamberlain, That the application of Mr Brennan for a refund of rates, in accordance with the Rating Act, be acceded to. - Carried. Proposed by Cr Shearer, seconded by Cr Worsfold, That the application of G. Thomas and others re metalling ArnOtt street by referred to Public Works Committee, to report on at next meeting of the Council. Resolved, That tbe request of Mr Knowles for water table fronting his house on Kimbolton road be agreed to, and the work carried out as soon as possible. Resolved, Thafc the matter of clearing out of drain on Makiuo road, fronting Mr Little's section, be referred to Public Works Committee to report at next meeting. Resolved, That the application of Mr G. C. Hill re drain be referred to Public Works Committee to report at next meeting. Resolved, Tbat a cheque be drawn for amount of overdraft at March 31st, 1896, and that the Mayor and Cr Goodbehere be appointed to arrange with the bank for the required limit to March 31st, 1897 ; and that any member of the Finance Committee be authorised to sign cheques. Proposed by Cr Shearer, seconded by Cr Fowles, That the necessary steps be immediately taken to compel the Colonists' Land and Loan Corporation to comply with the Borough Bye-Laws.— Carried. Resolved, Tbat tenders be called for the supply of metal for maintenance^ teuders to be in by this day week (April 9th) aud accepted by the Public Works Committee. Proposed by Cr Shearer, seconded by Cr Fowles, That the request of tbe Feilding Debating Society for tho use of the Council Chambers to hold their meetings be granted, subject to satisfactory arrangements being made re lighting, etc., during the pleasure of the Council. — Carried. Proposed by Cr Gould, seconded by Cr Shearer, That the question of erecting a bridge over Makino stream in Denbigh street be referred to tbe Public Works Committee to report at a future meeting of the Council. — Carried. Resolved, That Mr Charles' tender be accepted for metalling 15 chains of Sherwill street at the sum of £20 ; and, also, for metalling at cemetery at £13 l^e. The tenders received were — Metalling Sherwill street— E. Charles, £20; B. Poole, £2 8s per chain. Metalling Cemetery road— E. Charles, £13 15s ; F. Rink, 19s 6d a chain ; B. Poole, 27s a chain. Proposed by Cr Goodbehere, seconded by Cr Worsfold, That the Public Works Committee be authorised to have the cnlvert in Grey street, damaged by traction engine, repaired at once, and that steps be taken to recover cost of same from the owner of the engine. A motion by Cr Fowles, That this Council meet on the first and third Thursdays in every month at 7.30 p.m. was negatived. Resolved, That in future all ordinary meetiugs of this Council be held at 7.30 ' instead of 8 p.m. A motion by Cr Gould, That all correspondence to be dealt with be in the hands of the Town Clerk twenty-four hours before the meeting, and that a i summary be sent to each Councillor was , negatived. The Counoil then adjourned.
