(Per Press Association) London, March 25. Mr Ritchie said the solution of the Venezuelan difficulty would be found in friendly arbitration within limits approved by the British. Lord Salisbury has submitted a proposal to the United States Government in favour of referring all disputes between the two countries to arbitration.
