Terrible Outrage by Nihilists.
300 MEN AND OFFICERS KILLED. (Per Press Association.) Berlin, August 20. It is reported here that Nihilists exploded a mine, which wrecked the Artillery Barracks at Tula in Russia. Three hundred men, includiug many officers were killed. Numerous arrests have been made. Vienna, August 20. The local newspapers state the Tula Barracks were undermined in all parts, and that they are now a heap of ruins.
