Manchester Road Board.
The monthly meeting of the above was held at their office, Feilding, on Saturday afternoon. Present — Messrs F. F. Lsthbiidge (chairman), G. Wheeler, J. Fuikiss, W. G. Pearce, A. Couway, H. J. Booth. The minutes of previous meeting were read and confirmed. Correspondence was read and dealt with as follows : — From the Commissioner of Crown Lands, re Board's intention to put read through Forry reserve, section 4G3, Block 111, occupied by Mr A. v\ il.ox, and asking lor authority for opening without reference to him. — To be informed this was a matter of arrangement with Mr Wilcox. From E J. Uiddiford, drawing the | Board's attention to water alleged to be fl-ujding his property on liimbolton road, and asking the Board to clean out drain. From Clerk ManawatuEoad Board, forwarding plans of proposed bridge acres* Htonej' (.'reek, on Henderson's line, the bridge to be erected under the Public Works Act, and the Man chester Eoad Uoard to pay half the cost of same. From E. Scbwass, stating he would fill up tbo ruts ho hud made in roads by carting over it as soon as dry i enough. From F. W. Hill*, asking that a ditch in front of his house be cleaned out as it flooded his property. From Mayor Feilding Borough Council, asking this Board to appoint a committeo to meet a" committee from the Conncil and inspect the locality where the Kiwitea stream ovo! flowed its banks and flooded the Makino. From M. Hart, E. Currie, J. Me Cool, T. Sheridan, 0. Trass, drawingattention to the bad state of Harrison's road. From J. Cotter, asking for a reduction m the ferry charges. From L. Wallis, Te Eata, Palmeis ton, asking this Board to support the erection of a bridge across the Manawatu river at Holiowhitu and make a dray road across tho ranges to Pahiatua in preference to the Lower Gorge bridge. Wright, asking the Board to construct bridge on Reid's line. From F. S. Gray, drawing the Board's attention to flood water aleged to be concentrated on to his property. From H. Barnes, Ashurst, asking permission to dig a ditch in front of his property to relieve floo r lwater. From C. H. Cco'e, drawing attention to ruts and holes iv iviackay's line— To be attended to. From Clerk ManawatuEoad Board, asking if this Board was agreeable that Mr Buick should represent them at the County Council Association Conference ; also, that his Board was wiliing to take over the road on the western side of the railway line, from Bunnythorpe to Bailey's crossing. The Engineer's report was also read. DEPUTATIONS. Messrs Jensen and Maxwell waited on the Board to ask that the bridge on Eeid's line be repaired, pointing out the danger and inconvenience caused owing to the approaches having been washed away, 'i hey also asked that something be done to repair Nannestad's road. The chairman haying informed them the Board would consider the matter, they withdrew. Captain Gardiner waited on the Board and asked that this body should support the erection of a bridge across the Manawatu at JTokowhitu in preference toone atthe Lower Gorge ferry site. In his remarks he said if a bridge was erected at Hokowhitu und the road made across the ranges to Pahiatua it would open up a lot of country for settlement and would develop Hokowhitu and East Fitzherbert, whereas the Lower Gorge bridge would not open up new country. He thought it was the duty of a xtoad Board to select the best site for a bridge and the Hokowhitu, he contended, was the better site in this instance. It might effect the WoQdville and Ashurst people, but they had the railway and a punt, besides he understood a road was to be put across the ranges higher up. The proposed new bridge would be about two miles above the Fitzherbert bridge and would connect with Terrace End. A desultory discussion ensued between Captain Gardiner and members of the Board, in which the latter seemed to think that the road which connects Fitzherbert bridge with Hokowhitu should be sufficient as the distance was not more two miles, and led into the centre of Palmerston, while the Gorge road was a direct connecting link between the two coasts and it would be cheaper for the Board to erect the Gorge bridge than construct a roid to connect the gorge with Hokowhitu. RESOLUTIONS. Proposed by Mr Pearco, seconded by Mr Conway, That' the clerk write to the Manawatu Boad Board and arrange as to what portion of the Stoney Creek-Bunny thorpe road shall be kept by this Board. — Carried. Resolved, That the chairman of this Board arrange with the Manawatu and Fitzherbert Road Boards for their united representation hy one member at the County Council conference to be held in Wellington during this or following month. Eesolved, That the scale of charges for tho Lower Gorge Ferry as advertised be adopted. Eesolved, That the Engipeer see Mr Barnes, Bohangiua, and 'arrange about drain. Proposed by Mr Lethbridge, seconded by Mr Conway, That Wardens "Wheeler and Booth be a committee to meet the committee from the Feilding Borough Council to confer re the overflow from the Kiwitea into the Makino stream, to meet on Wednesday, 17th, at Mr Fry's, at 10 a.m. — Carried. Eesolved, That the Engineer be instructed to put in a pipe culvert on Taonui road as requested by Mr G ray. Proposed by Mr Wheeler, seconded by Mr Booth, That this Board is of opinion that the Lower Gorge bridge should be immediately re-built; but iu-as-much as the Gorge road is of colonial importance and interest, they think the Government should now perform what was undoubtedly their duty when building the upper bridge, and now construct a similarly substantial ono over the lower ferry to comjiloto their work. — Carried. Proposed by Mr Peai'oe, seconded ' by Mr PurkUs, That the Engineer be instructed to repair the bridge on Eeid's line as early as possible. — Carried. Eesolved, That the Engineer put Harrison's road in order when the weather is more fettled.— Carried. Eesolved, That Mr Cotter be allowed to compromise for the tolls as he did before, namely, the payment of £2 10s per year for Mr Cotter, wife family and household servants. Eesolved, That tenders be called for the supply of metal to repair Makiuo and Stanway roads, tenders to be opoued on Friday, 12th instant ; metal to be obtained from Makino creek where possible. Eesolved, That the Engineer be instructed to call for tenders for the metal required for the FeildingBunnythorpe, Asliurst and Taonui roads. Eesolved, That the Engineer be instructed to take action against all wood- carters who are damaging rpads by carrying excessive weights. Notice of motion was given by Mr Wheeler, That as this Board's contribution towards Hospital and Charitable Aid now amounts to one-eighth part of the rates ; a special rate to provide the same has now become necessary and must be struck. Accounts amounting to £659 14s lid were passed for payment and the Board adjourned.
