(Per Press Associaiton.) London, July 1. The Opposition and the Government exchange seats to-day. The Natiuna lists are all sitting together. The Times believes that the Unionist majority at tho elections will possibly be from 7 0 to 30. The Unionist press denounce the inconsistency cf Lord Kosebery in creating Peers. Messrs Chamberlain, Balfour, and Hicks Beach were returned unopposed. The Unionist papers protest against Lord Eoscbery makiug Captain Naylor Leyland M.P. for Colchester, a baronet as a reward for deserting the Unionist cause. W. G. Stead was fined £100 for commenting on the Jabez Balfour case in the Review of Reviews.
