Political Crisis in England.
RISE IN CONSOLS. RESULT OF CHANGE OF GOVERNMENT. (Per Press Association.) London, June 27. The Liberal Party has issued au address claiming that the late Government was the most thorough, progressive, aud enlightened, j*et seen, and had achieved a remarkable series of administrative triumphs. Four Irish sympathisers have offered to £»uarautee an auti-Parnell Election Fund of £20,000. Mr Balfour, speaking at Manchester, said that discolutiou was the sole object at present. If tbu Opposition delayed an appeal they would be compelled to resume oflice. Mr Chamberlain, in his address to his constituents, says that the Unionists are determined to lay' aside the wild prospects of a constitutional change and destructive legislatiou in favor of constructive social roforms on the lines already indicated. Consols are quoted at over 107. The rise is attributed to the change of Government. Mr Justin Macarthy's addross states that his party continues to support the Liberals, and that their programme includes autonomy in the forefront. He appeals to the Irishmen throughout the world, and expresses himself confident of the result. Tho Times thinks Mr Chamberlain, actuated as he is by a desire to draw the colonies closer to the Mother Country, will make a strong aud acceptable Minister.
