The Concession to Farmers.
(Per Press Association.. Wellington, April 28. The concession to farmers by the Railway Department is not to be quite so large as stated yesterday. Grass seed sent to town for cleaning is to be charged with railage one way only.
The Japan-China Treaty. THE DESIGNS OF RUSSIA. (Per Press Association.) St. Petersburg, April 27. The Supreme Military Council meets daily to decide on the measures to be taken in the event of the Japanese Government refusing to accept Russia's demand regarding the terms of peace with China. The Vidomosti, in au article apparently inspired by tho Czar's personal friends, states that if Great Britain supports Japan India will suffer. Shanghai, April 27. The opposition of the Emperor and leading officials to sign the conditions of peace is chiefly owing to the cession of Southern Manchuria, which is the ancestral portion of the Empire. Russia has recjuested China to delay the ratification of tho treaty, as the Powers state the Japanese occupation of the Laiotung peninsula would be a constant menace to Pekin and also hamper the independence of Corea, hence the protest. Paris, April 27. The Republic Francais. states that Russia must not imagine that she can lead France anywhere, and complains of France losing au excellent position in Japan.
