o— — — CHINESE AGAIN DEFEATED. (PER PRESS ASSOCIATIONS Shanghai, February 25. Major Hannekin has abandoned his attempt to reorganise the Chipese Army. He declares his efforts were rendered futile by the obstruction of high officials. The Japanese have destroyed the land forts around Weihawei Harbor. The Japanese defeated 17,000 Chinese troops at Haiching. The Chinese lost 200 men.
