At the instance of Lord Cromer, British representative, the Khedive has published a decree creating a special tribunal to deal withjoffenoea against British soldiers and sailors. The Council has again been ordered to re-consider the measures which they have rejected. Lord Cromer is acting in the present crisis with energy and determination.
