Paris, February 19. Five thousand newly-enrolled French conscripts have been discharged owing to illhealth, the result of the severe cold. Figaro has created a sensation by publishing a statement that, with the exception possibly of thirteen, all the Parisian papers maintain a secret service, and are voted douceurs by financial companies. Stockholm, February 19. King Oscar, in his address at the opening of the Storthing, said thecountry must spend very large sums of money before the strength of the military would be adequate for proper defence.
