LI HUNG CHANG CHARGED WITH TREACHERY. ANOTHER VICTORY FOR THE JAPANESE. (Per Press Association). Shanghai, November 28. One hundred and twenty of the highest officials in China have signed a memorial to the Emperor impeaching Li Hung Chang for treachery. The Chinese were defeated at Motionlino with heavy loss. Washington, Nov. 28The Now York Herald's special correspent says that the outcry against the Viceroy will probably result in au order for his execution. He may bo expected to resist, as he possesses an army of followers.
