Apropos of the new Licensing Bill, the Napier Telegraph thinks the Bill is not meant to pass. It is simply meant to "dish " Sir Robert Stout and placate the teetotal element in the Ministerial Party. The existing arrangement holds for three years. There is, therefore, no necessity for pressing the measure just introduced. There is a strong liklihood that the surmise ] | of our contemporary will prove a cori rect one.
