HOME RULE BILL IN THE HOUSE OF LORDS. DEFEAT OF THE GOVERNMENT. (PRB PRESS ASSOCIATION.) London, Septomber6. Tlio House of Lords was packed to-day in anticipation of the debate on the Home Rule Bill, and presented a brilliant scene. Many ladies were present, and intense interest wns taken in the proceedings, many persons being in at., tendance who had not put in an appear« ance for years. Several Ministers and a large number of M.P.'s were also pre* sent. Earl Spencer moved the second reading, contending that the Bill maintained the supremacy of the Imperial Parliament and protected tho minorities. He implored the House to pass the measure. The Duke of Devonshire recalled Earl Spencer's old opinion in favor of Union and protection of landlords. He taunted the Government with playing fast and loose. Lord Brassey gave a cold support to it. The Duke of Norfolk, Earl Cowper, and the Marquis of Zetland opposed the Bill. In Committee of Supply in the House of Commons, when the Legislative vote was uuder discussion, an amendment was moved to reduce the amount for salaries of oflicials of the House of Lords by £500. The Government opposed the amendment, and on division they were defeated, and the amendment carried by a majority of 8.
