This has been found to be necessary, -as there are already some dishonest individuals who are trying to trade on the allegation that they are refugees, whereas they are not. Free 1 tram rides, free clothes, and supplies are amongst the things that these individuals have been trying to get. An official identification badge, will put a cheek to this.
