The chairman of the Federal Farm Board, Mr. Legge, said on Friday that lie viewed the Russian official statement of grain expdrts as an indication that the Soviets were turned toward a dominating position in the world wheat market. "The American farmer,"he said, "cannot compete with, Russian wheat in the world market, and if he attempts to he will have to.give up riding around in automobiles." Mr. Legge said also that the United States farmer could not compete *on the world market with wheat from, the Argentine and Australia. Each of these countries had the advantage of low cost of water transportation, particularly Australia, whose wheat was grown around the rim of the continent, and could be moved long distances at low cost. ....■'■ ;
