CAPE TOWN, 29th April. , The South African Rugby Board has decided to refuse an invitation to be represented at the proposed conference of Rugby Unions at Wellington in August on the grounds that recent developments appeared to make a conference less necessary, and as the Home unions would iiot be represented. ,
