MR. WRIGHT'S QUALIFICATIONS.

Commenting on Mr. Wright's.appointment, the "Lyttelton Times" (Liberal) says that it can bo claimed for the new Minister that he has had practical experience, of the difficulties which confront tho education boards,of the Dominion, and that fact may enable him to do something practical for their benefit. "In many respects .the Department of Education is the most important of all," says the "Times," "and, whilo admitting the interest Mr. fright has shown, it remains to be seen whether he has the personality necessary to ensure the close co-opera-tion of officials, teachers, and parents in furthering the development of our education system.' Faithful service and party loyalty have character! cl Mr. Wright's career as a, member of Parliament, and it is to be hoped that he ' possesses that virility and courage which the responsible head of such ;^an important, branch of national activity should have." MR. M'LEOD AND SECONDARY INDUSTRIES. The portfolio of External Affairs, now to bo controlled by Mr. Nosworthy, has lost much of its importance because of the previous decision on tho part of tho Prime Minister to create a.new Department to deal with • purely Imperial matters, and Mr. Nosworthy's share in the duties of the Cabinet docs not appear to be onerous." Having expressed the opinion that as Leader of tho Legislative Council Sir E. Heated Bhodcs should be an unqualified success because of his tact and long Parliamentary experience, the "Lyttelton Times" says that there will be a feeling of disappointment that Mr. Coatea has again postponed making a permanent appointment to the Minis- ' try of Public Works. Tho article concludes: —"The Ministry, as now constituted, apparently is that which will meet Parliament whoa it assembles. The country has been told, that it represents tho pick of a party for the most part comprised of members possessed of Ministerial qualifications, so ■ that in the matter of statesmanship the coming session should bo memprablc in the history of the Dominion.'"
