ENGLAND AND RUSSIA.
London, March 17. In the House of Commons to-day Mr Gladstone ante unced that in reply to a telegram to the Russian (Government requesting confirmation of the agreem-iit. recently entered into wi hj M. i)e Seas a (the Im-ierial Arabasaad rin Londo’ ) to the “ff.'.ct that no further advance of troops should lake place on either si *e in Afghanitan, M. De Gier.s, the Ru-sian Minister of Foreign Affairs, had replied that the Russian troops would not ad ance unless the Afghans did s >, or unless troubles occurred at Petij Deb, near winch place the Russian troops are now encamped. March 19. It has transpired that Mr Gladstone in Novemherlast iemandedthat Russia should withdraw her troofis from Sarakhs, on the Afghan frontier, bat the Russian G ivernment refused, and the demand thereupon lapsed. St Petersburg, March 19. The semi-official Journal of St. Petersburgh states tnat Mr Gladstone’s recent doclarationa regarding the situation had cleared the ground fm parleying on pac fic cbaiacter, March 23. The Daily Ketes Ibis morning publishes a telegram from India announcing that a f -rce of 20,00 i men is now being mobilised. They will ne placed under the command of Major-genera l Sir Frederick Roberts, and will occupy Pesin, a place about 100 miles to the south east of Can lahar. The same telegram also states that the Mahrraj hj of Gwalior has offered the ser vices of his army *o the British for employ, meut if required in Afghanistan. Alikhanoff a Russian secret agent, who gained considerable no'oriety by his successful intrigues at Merv dining General Scoheloffs campaign, is at present endeavouring to foment a ris ng amongst the native inhabitants of Penjdefa. Earl Granville is insisting on Russia pro* celling with the tom mission for the settle* of the fron'ier question, otherwise Sir Peter Lnmsden will settle it alon.i.
An English fleet is ready to proceed to the Baltic.
