Received Friday, 9.40 a.m. BERLIN, Nov. 24. The "People's Army" of 30 German divisions, headed by the Soviet Marshal, Ivan Konev, will be created in East Germany by next April, according to Western sources. Marshal Konev's appointment is reported in Western quMters as being in line with the new Kxemlin policy to instal top-ranking men in each of the satellite areas.
