Independence For Libya Is Matter Of Time
Received -Tuesdav 7 p.m. NEW YORK. Oct. 3. Tndependenee for Libya within about three ve:irs. appears assured by the Genorui A^OTnl»ly this session but the fnture oi' Eritrea and Ttalian Romaliland is likely to be left undecided until next year. Latin-Ameriean, Arab and European votes seem assured for the plan to ereate an independent Libya within the next three years. The only division of opinion at the moment appears to be on the method of aehieving the olrjeetive. Lnited Rtates, supported by several other countries, would like to see the transfer of authoritv in Libva made under the supervision of some kind of United Nations advisory couneil. Britain and Pranee, as the administering authorities in the territories, eonsider such a measure an interferenee with their jurisdiction and claim thov are quite capable of lead- ! ing the peoples of Eyrenaiea, Tripoli- 1 tania and Fezzan to independence with- ' out United Nations' supervision. The
Roviet prnposal to grant Libya imniediate independence, is not taken too seriously in diplomatie circles. During* a debate in the political committee today. Mr Dinitri Manuilsky tUkraine') supporting the Soviet proposal, attai-ked the reeord of Britisn militarv administration in Libya after the wai*, lle alleged that the eeonomy of the former Italian eolonies had retrogre^>d. Mr Pa nayotis Pipinelis f(treeee') sup ported independence f'nr Libya and said: "Our ndations with modern Italy encourage us to trust that country."
