"Europe's Parliament" Established
Received Friday, 9.15 a.m. LONDON, May 5. Representatives of ten Western European nations today signed a statute formally establishing a Council of Europe — "Europe's Parliament" — at St. James's Palace in a 53-minute ceremony. The statute provides for the creation of a Committee of Ministers to which each country will send one representative and a Consultative Assembly of 87 members. The first meeting will be at Strasbourg 'this summer.
