GAMING POLL. NO INCREASE IN GAMBLING — SAY RACING AUTHORITIES.
The proposal for legalised offcourse betting recommended to the Gqvernment by the Royal Gaming Commission would 'not increase gamhling in the event of it becoming law. The Scheme provides for legal facilities for off-course betting in the establishment throughoitt the country, of local offices of the official course totalisator. Betting wouTd be by cash only; either in person or by telephone or pOst against cash deposit or winnihgs. There would be no crodit betting. Credit betting is the greatest curse of the present illegal svstem and 'often encourages a person to bet beyond his me'ans. If this proposal became law, the illegal bookmaker would be substantially eliminated. The practice of tqu'ts solicit'ing bets in factories and offices would cease, as would betting with young people under 21. The present unrestricted wagering would.be cheeked. It is confideiitly expected, therefore, that with legal off-course facilities, the aggregate of betting would decrease rather than increase.
