Overhaul Of Rugby Rules Proposed By Union
Th rules .of the Horowhenua Rugby Unioii are to . be reyised by a special commlttee and. put to the apnual general meeting next year, . with the sUggestion that a new rule bpok be printed, Tnis was deeided by the management committee at its final meeting on Tuesday niglit. Certain suggestions for changes in the manner of • electing mem|bers to the committee and the voting power of clubs were also brought forward by the referees' delegate on the union, ■ Mr. C. E. Wiseiey. These will be investigated by the .committee, together With a legal authority. The draft ! propositions will be placed before a special meeting of the comjmittee, and will go forward to the annual general meeting as a recommendation from the Committee. The hope was expressed that a special general meeting of the committee could be called earlier ion the night of the annual meet;ing to discuss the recommendjations. i The suggestions put forward Jwere that the management committee comprise* one member jelected by each club, plus the jreferee's delegate, schools' delegate nnd the secretary and/or treasurer and that at the first meeting of the committee the delegates elect their own chairman and deputy chairman. This involves changing Rule 13 in the Union's rule book. It was also proposed to alter Rule 15 to delete the president and vice president as ex-offieio members. In connection with rule 10, it was proposed that each club have one vote. In making these proposals, Mr. Wiseiey said that one member from each' ' club would give all club's fair representation on th.e committee, and avoid a situation which had often arisen in the past of a major club having no rep- 1 resentation. The future president of the union could be elected by the clubs and the chairman of the management committee by the committee itself. The reason for, this suggestion was that he felt that a president's duty was not soleiy to preside over committee

He had much other 'work to do and it involved a fair, ' amount of travelling, which would ; some times take him- away from' ithe committee meetings. i I It was generally agreed that the j ! proposals should be investigated, ' and that it would be f airer for j every club to have a single vote j at the annual meeting rather than the present method of voting. It was also agreed that although. the ; number on the committee would be considerably increased, all clubs wouM be insured of represent- j ation. i After further disfcussion, a sub- | committee , cqmpi'islng, Messrs . 1 Wiseiey, A. Gillespie and J. E. Fullarton was authorised to revise the rules, and draft a recom- [ mendation covering the ■ other , pionts, for presentation to a ; special meeting of the committee j before the annual meeting. j ' The question of recommending , to the incoming committee the raising of the number of senior ! teams in the union was also dis- ; cussed. It was felt by many: present that endeavours should be made 'to form a senior teapi in the : south. It was mentioned that there many footballers in _ Para- • parumu and Paekakariki who had to go to Wellington for games. It j had been often stated by Mr. G. T. • C'unie that a senior team could ; be formed at that end of the ; union. It was deeided that Mr. Climie be contacted and asked to ; investigate the possibility further. j It was also mentioned that the ( Otaki-Rahui combination last ■ season had not worked out as weli as had been anticipated. The Rahui delegate, Mr. A. Watt stated : this his club could promise a good senior team next year.
