WORKING ON GERMAN TREATY

Received Sunday, 7 p.m. ' LONDON, Feb. 1 6. The Foreign Ministers' deputies were unable to agree on a number of points in the " Russian procedural proposals for the Germany Treaty. Air. Gusev set out a general plan for all stages up to the treaty 's signature but did not deal with the key question of eonsulting -the smaller Allies. The deputies could not agree, first ly, whether Albania should take part in the general peace conference; secondly, whether a Central German Government- was necessary before the genefal peace conference was called; thirdly, whether the Big Four' Foreign Ministers should produce a eomplete dra-ft treaty before calliiig the general conference. The deputies decided to leave these points to the Foreign Ministers at Moscow.
